BP Tapera Reveals Limitations on Levy Collection in 2027

KONTAN.CO.ID - JAKARTA. The Indonesian Public Housing Savings Management Agency (BP Tapera) has yet to confirm whether the obligation to contribute to the Tapera fund will be implemented in 2027. Several factors are influencing this uncertainty.

BP Tapera Commissioner, Heru Pudyo Nugroho, stated that the agency is currently facing limitations in implementing the Tapera contribution policy.

“There are certain achievements we need to reach before we can start the collection process, and it will grow gradually, not suddenly. How to do it? The instrument for cutting it together will also be difficult,” he said during a meeting at the BP Tapera office in Jakarta on Monday (10/6).

In addition, Heru mentioned that several factors need to be considered before the implementation of the Tapera contribution can be enforced. Among them are the readiness of BP Tapera in terms of IT systems and supporting human resources.

“At present, we only have 197 employees and do not yet have branch offices throughout Indonesia. This needs to be thought out gradually, it's not possible to suddenly collect everything, it must be saved, it must be saved,” he explained.

Heru emphasized that the implementation of the Tapera contribution is still being refined, and stressed that the Tapera contribution collection will only be enforced in 2027.

"So it's still in the stage, 2027 is only for the private employee segment if other worker segments are not specifically regulated, waiting for the readiness of BP Tapera," he concluded.

Previously, the Minister of Public Works and Public Housing (PUPR), Basuki Hadimuljono, said he would meet with President Joko Widodo (Jokowi) regarding the Tapera policy after it received widespread public rejection.

Basuki, who is also the Chair of the BP Tapera Committee, previously mentioned the uproar caused by the unpreparedness of this Tapera policy.

The Tapera program is indeed stipulated in Law Number 4 of 2024 initiated by the House of Representatives (DPR).

According to Basuki, if the DPR asks to postpone this program, he will meet with President Jokowi.

“I will follow the rules for example DPR, and I will report to the President,” he said when met at the PUPR Ministry Building, in Jakarta, Friday (7/6).
