KONTAN.CO.ID - JAKARTA. The Minister of Communication and Informatics, Budi Arie Setiadi, has issued a circular regarding the ethics of using and utilizing Artificial Intelligence (AI).

The Circular of the Minister of Communication and Informatics Number 9 of 2023 on Artificial Intelligence Ethics, signed on December 19, 2023, contains three policies: ethical values, implementation of ethical values, and responsibility in the use and development of artificial intelligence. 

“We aim this circular at business actors involved in AI-based programming activities in the Electronic System Providers (PSE) in both public and private sectors,” said Budi Arie in a press conference, on Friday (22/12).

Regarding the AI ethical values policy, the Circular of the Minister of Communication and Informatics Number 9 of 2023 emphasizes the values of inclusivity, accessibility, security, humanity, as well as credibility and accountability in the use of AI.

According to Budi Arie, in relation to the policy of implementing AI ethical values, public and private sector PSEs implement ethical values through three main approaches. 

First, the implementation of AI as a supporter of human activities, especially to enhance user creativity in solving problems and tasks. Second, the implementation maintains privacy and data so that no individual is harmed.

Third, supervision of utilization to prevent misuse of AI by the government, providers, and users.

As for the policy on responsibility in the use and development of AI, the Minister of Communication and Informatics states that public and private sector PSEs realize the responsibility of development and utilization through three ways.

First, ensuring that AI is not implemented as a policy determinant and/or decision maker that involves humanity. Second, providing information related to the development of AI-based technology by developers to prevent negative impacts and losses from the resulting technology. 

Third, paying attention to risk management and crisis management in AI development.

Budi Arie explained that the circular is a response to the increasingly rapid use of artificial intelligence in daily life. He hopes that PSEs can use this circular as a guideline for ethics in the development and use of AI.  

“Specifically in creating and formulating internal policies regarding data and internal ethics of artificial intelligence,” concluded Budi Arie.
